State-Change Recorder Circuit

We need a circuit build and designed to time stamp the break in a circuit. The circuit is essentially an electronic time card. The user punches out perforated squares made of a simple circuit of conductive ink. The circuit connected to the card will record the break in the circuit with a date and time stamp. The data must be retrievable by either usb or other form such as wireless transfer. There final product has dimension requirement of about 2"x2", however the prototype does not.
