analoge to digital converter

please help!!!!!!!!!!!!!!!!!!!
i've connected analoge to digital converter (ic adc0804)
but it didn't work
i had connected pin(1,2,3,5,7,8,10)to the ground
vcc(5 volt) pin (20)

pin (9) vcc/2 (2.5 volt)

pin (6) v in (which will be converted to 0 ,1)
by potentiometer has voltage drop

the proplem:_

the o/p is constant and don't change when vin changes
pls help me

i don't know what's the meaning or which pin refer to
oe,eoc,soc)
i think pin (3,5)(wr,int) is eoc,oe
pin 4 will be connected to 150pf on gnd
10k ohm will be connectedto bin19 , 4

but if you know what oe,eoc,soc means because i saw them in multisim prog
i have found the diagram in datasheet,but i didn't find what oe,eoc,soc
